While curbside recycling will be a mandatory service for residents, local businesses do not have to participate in the program. The city has also written letters to elected officials and the Washington state Attorney General's office about the matter. While the city is targeting the state, it does not want the money to come from both hospitals' budgets. "The city has been supportive of the facilities over the years," Ross said.
