The bypass line was not part of the original design plan for the filter. It was reported that the misfunction of the filter caused the lack of water and dark sediment in the water in some areas of town last week. Soltero also noted that the well should be kept running and not allowed to shut on and off because of the amount of power needed to start the well. In anticipation of the 75 to 80-percent electrical rate increase expected for this fall, Mayor Trulove said that the current rate structure would be used in determining new rates as the city does not have the data necessary "to justi- fy" a $5,000 to $15,000 cost-of-service study by an independent firm. Hours will be from 9 p.m. to 2 a.m. on Friday and Saturday nights and from 9 p.m. to midnight on Sunday night. Also ap- proved was an application by the Cheney Lions Club to sell fireworks. Mary Ann Nelson, president of the Friends of the Cheney Library, appear- ed before the council with Librarian Jean Breitenfeldt, Judy Hamel, Bill Barr and Paul Carney. The group expressed its concern and plans for supporting the library. Mayor Trulove reported that Admin- istrator Reinbold had looked at alterna- tive methods of funding the library, other than through the general budget, but that no cheaper alternatives exist- ed. ..... ,Donations. made by Kiwanians The Cheney Kiwanis Club has donated checks, totaling about $70 in the last three months, to the Stone family of Four Lakes. Above, Kiwanis Presi- dent Thorne Tlbbitts last week presented Andy Stone with two checks. Andy and his brother, Joe, suffer from a kidney-related disorder. Working with the Eastern Washington University Drama Department, the club also sponsored a benefit dinner and play performance. Money also has been given to Robert Wickenhagen of Robert&apos;s Sports, who recently underwent surgery for the removal of one lung. EWU to give four medals The highest faculty award at Eastern Washington University, the Trustee's Medal, will be presented to four faculty members during Centennial Com- mencement ceremonies June 11. Dr. Robert H. Elton, professor of psychology and director of the Primate Research Program; Dr. James K. Kieswetter, professor of history; Dr. Bruce Z. Lang, professor of biology and Dr. Raymond Soltero, professor of biology, have been named recipients of the medal. The Trustee's Medal was established to honor EWU faculty members who have demonstrated outstanding quali- ties in teaching, research and service. The recipients of the award possess those qualities which promote the highest standard of academic excel- lence. The Eastern Washington University Trustee's Medal is accompanied by a stipend of $1,000, raised from private sources.
