ORDINANCE NO. 319 Ordinance relating to and regu- the construction, installatiorb and of gas distribution and systems in the Town of Lake, Washington, providing and inspections therefor penalties for the violation repealing all other ordinances of ordinances in conflict there- of the Town of Medical Ordain as Follows: 1. Definitions. Terms used tr shall have the meanings given to them. 2. Distribution System Means Stsm of mains, pipes, service meters, fixtures, con- and attachments used in the dis- of gas. 3. Gas. Means natural, man- or mixed gas suitable for do- or industrial fuel. 4. Public Properties. Means alley, roadway, sidewalk, bridge, park drive nr open as a matter of right travel. 5. Permtttee. Section 21. Backfilling. Backfilling in all public streets and improved aroma, both public ali private, shall be com- pleted to a degree equivalent to that of :the uodisturbed ground in which the trench was dug. Compacting shall be done by mechanical tampers or vibra- tors, or by rolliog in layers as required by the soil in question. Section 22. Dry Backfilling. Backfilling up the first eighteen (18) inches above the top of utility pipes or similar instal- latiors shall be done with thin layers each layer to bc tamped L7 manual or mechanical recaps. Layers that are hand tamped shall not exceed four (4) inches io thickness, layers that are pewer tamped shall rot exceed six (6) inches in thickness. These same requirements shall apply to the remainder of the backfilling if tamping is the method used for backfilling. Section 23. Protectlon of Property. It shall be the Permittee's resporsihil- ity to secure the necessary permission and make all necessary arrangements for all storage and disposal sites re- quired, Section 28. Interference with Other Services. The work shall be conducted so as not to interfere with access to fire stations and fire hydrants. Material or obstruction shall rmt be placed with- in fifteen (15) feet of fire hydrants. Passageways leading to fire escapes or fire fighting equipment shall be kept free of material piles or other obstruc- tions. Section 29. Prevision for Water Coarses. The Permittee shall provide fo the flow of all water courses, sewers or drains intercepted during the pro- gress of the work, and shall replace the same in as good condition as it found them or shall make final pro- visions for them as the Town may di- rect. The Permittee shall not obstruct the gutter of any street, but shall use all proper measures to provide for the free passage of surface water The Permittee shall make previsions to take care of all surplus water, mud, slit, or other runoff pumped from exdava- tions or resulting from sluicing e other operations, and ahall be responsible for any damage resulting from its failure so to provide. Section 30 Routing and Maintenance of Traffic During Construction. During eonstruetlon, traffic shall be maintained at all times so as to eauze as little in- convenience as possible to the occu- pants of abutting property and to the general public, provided that the Town may permit the eloelug of public pro- potties to all traffic for a designated period of time, if necessary. Before any publie property may be closed or re- stricted to traffic, the Permittee must obtain the approval of the Town a] notify the Chief of the Fire Depart- met and the Chief of the Police De- partment. Upon completion of construction work the Chief of the Police Department and the Chief of the Firs Department shall again be notified before traffic is returned to its normal route. Where flagmen are deemed necessary by the Chief of the Police Department, they shall be fur- ntshed by the Permittee at its experme. Through traffic shall be maintained without detours if possible. When it is ecessary to construct a detour, the ermittee shall construct same at its expense.
