September 17, 2015 Withdrawal of Preliminary SEPA Determination of Non-Significance .City of Airway Heights West Plains Retail Project (SEPA 2015-04) West Properties, LLC, has pro- posed to develop a 5-unit, 47,000 square foot retail site (Phase 1) and an additional 7,000 square foot office space (Phase 2, as market dictates) at the southwest corner of SR-2 (Hwy 2) and Hayford, Rd. An initial SEPA review was performed on the site through the "Alton's Binding Site Plan (BSP) 06-01, which accounted for a development generally consistent with the current proposal. On August 20, 2015, Airway Heights issued a preliminary determination of non- significance (DNS) and solicited comments from agencies, and the public, until September 4, 2015. Several comments were received, and upon review of said comments, the lead SEPA Official has determined that there is a likely impact to the transportation system from this proposal that may need to be mitigated, as well as other po- tential conditions. The proposal is located at the southwest corner of State Route 2 (Hwy 2) and Hayford Rd, on par- cels 15251.0302, 15251.0303, 15251.0304, 15251•0305, 15251.0306, & 15251.0307. The property is zoned C-2, General Commercial. The preliminary SEPA Deter- mination of Non-Significance (DNS) is hereby withdrawn. • A new determination shall be made at a later date, pending the • results ofthe traffic impact analy- sis for this proposal, currently in process, and other related items. The final determination on this proposal shall not be made until the results of this analysis are known.
