"Homes will be available for sale before year end, as for construction it will be depen- dant on weather," community manager Russ Dowell wrote in an email. Phase 2 will consist of 24 homesites with seven floor- plans. Of the 24 homes available in Phase 1, six remain available in the development located along Betz Road across fromCheney Middle School. "Harvest Bluff has been as successful as we could have hoped for in Phase 1 and we anticipate that to accelerate moving forward," Dowell said, adding the popularity has been fueled in part by the variety of floorplans including four rancher styles. The biggest hic- cup came when trying to find places to stage stacks of rails, ties and other supplies: The upgrades have included new rails, ties and grade crossings, plus new ballast "One of the things that's really nice in this project, because the Highline Group is doing the management and being reimbursed by the state, is we were able to put more dol- lars into the build- out," Bailey said. Rather than have jointed rail, the section will have what is called CWR - continuously welded rail - in most of the track, Bailey said. About 50 percent of the ties are being replaced, too. "That will be a very good 'track when it gets finished," Bailey said. And with new track, safety will be enhanced, cutting down on derail- ments like the one that happened last winter and blocked Cheney- Spokane Road for several days. The upgraded rails not only will link the Highline facility but also improves access to the Spokane County- owned Geiger Spur. "That should allow any new commerce to be en- hanced by that action."
